Overview

Billing system compliance for cost reimbursable contracts has always been important.  The system is directly related to good cash flow management under federal cost reimbursement contracts.  This course focuses on cost reimbursable billings under defense contracts.  In the past few years the billing system visibility and audit attention has increased substantially.  This is due to the following:

• DFARS (Defense Federal Acquisition Regulation Supplement) contract clause 252.242-7006, Accounting System Administration.  The billing system is a key subsystem within the accounting system 
• DCAA guidance dated 9/26/2014, Guidance on Revised  Policies and Procedures for Billing Oversight

The days of the direct bill program for DoD (Department of Defense) contractors are gone.  DCAA has established a new risk-based approach for interim public vouchers under cost reimbursement contracts.  There is also a new Pre-Payment Evaluation Tool.

The course will focus on the pertinent areas of DFARS 252.242-7006 that impact the billing system.  The important areas of an internal control system for billing criteria will be addressed.  Additionally, DCAA's voucher reviews and accounting system reviews for the billing system will be covered.
