Overview
The DFARS (Department of Defense Federal Acquisition Regulation Supplement) established detailed business systems requirements for contractors effective May 18, 2011. There are six systems one of which is estimating. The estimating business system requirements are covered by DFARS contract clause 252.215-7002. The clause applies to all solicitations and contracts to be awarded on the basis of certified cost or pricing data There are no exceptions for small businesses. Although the clause applies to contracts awarded based on certified cost or pricing data, the detailed system requirements are not required to be disclosed to the contracting officer unless the following is met:
- Contractor is a large business
- Contractor received >= $50M in DoD (Department of Defense) cost or pricing data contract/subcontract awards in its preceding fiscal year, or
- Contractor received >= $10M in DOD cost or pricing data awards but < $50M and contracting officer notified contractor that the system must be
disclosed
The estimating system requirements outline 17 system criteria that shall be accomplished. Defense Contract Audit Agency (DCAA) is the agency that is responsible for auditing contractor estimating systems for the DoD. DCAA issued a new estimating system audit program in March 2013 covering the estimating system requirements of DFARS 252.215-7002.
The seminar will not only outline the detailed DFARS requirements and DCAA's audit approach, it will also cover compliance methodologies and tools. A contractor should take a proactive approach to estimating system compliance. The old days of using DCAA's audit program to perform some checking prior to the audit, does not work. The seminar will provide real life examples of how to structure an estimating system compliance approach.
