Overview
Course is designed for purchasing/finance/accounting managers and government contract compliance professionals involved with purchasing and subcontract management. The objective of a compliant purchasing system is to efficiently and effectively spend Government funds and to comply with Government policy when subcontracting. The course provides insight on the requirements for adequate purchasing systems, how to design an effective purchasing system, monitoring of the system, as well as how to support government audits.
FAR Subpart 44.3 outlines the requirements for Contractor Purchasing System Reviews (CPSRs). The objective of a contractor purchasing system review (CPSR) is to evaluate the efficiency and effectiveness with which the contractor spends government funds and complies with government policy when subcontracting. When the contractor meets a $25 million dollar threshold (sales under certain contract types) the government is required to perform a risk analysis to determine if a CPSR should be performed.
For defense contractors the DFARS (Defense Federal Acquisition Regulation Supplement) established a requirement in 2011 that 24 system criteria must be met for purchasing system adequacy. The DFARS criteria requires more in-depth purchasing system requirements than the FAR. Contractors must comply with the DFARS criteria if they are issued a defense cost reimbursement contract or certain other defense contracts.
